Who's in charge?

I attended a conference late last year regarding the controversial issue of antibiotics use in industrial animal farming. This contentious issue boasts stakeholders ranging from animal veterinarians, human doctors, everyday consumers, state health boards, the U.S. Congress, and more. A wide variety of opinions and self-interests were present in the room, but somehow, we were all able to answer these questions quickly and unanimously:

Q: Who's in charge of antibiotic use? 

 A: No one. 

 Q: Well, then, why are we here, having this conversation? 

 A: Because we're all in charge.
